PERSONALITY: Keito is a fussy, strict person with rigid standards and workaholic tendencies. While he thinks of himself as simply being responsible, it's not unfair to call him a killjoy. As far as he's concerned there's a correct way to do things, and furthermore that the correct way is the only way. He can be rather brutal in his efforts to maintain what he sees as a desirable status quo.
The operative word there, however, is 'can'. Keito might be be standoffish, cold, uncompromising, and harsh, but it isn't accurate to call him a cruel person. It's true that he was willing to play his school's ranking system in order to keep a select handful of individuals in power, and he had no trouble serving as an 'executioner' and removing or disenfranchising those would upset what he considered the natural order. On the other hand, the system he was playing with was ultimately based on merit, and the system that existed before it was rife with corruption, fostered laziness, and left an even smaller number of elites in control of the school.
Basically, his cold, ruthless behavior comes from good intentions. He was acting out of the belief that he was benefiting his school by ruthlessly cutting down the competition. Since realizing that his actions and methods aren't the best, he's abandoned them in favor of playing fair. He's gone as far as to change his outlook and become (a little) more accepting of flexible, unorthodox behavior.
That doesn't mean he's not still harsh with troublemakers and rule breakers, but he's more considerate towards those that make a sincere effort to behave, or at least try to improve when they misstep. He's the sort of person to give (lots of) lectures, and while he doesn't really enjoy it he is still passionate about the subject matter. He's community-minded to his core, and every time he chides or lectures someone he's hoping to not only encourage them to improve, but also help them better integrate with those around them.
He's not someone that plays favorites, and he's certainly not any less strict with himself than he is with others. Even so, he sometimes makes exceptions for friends. This is primarily obvious in his interactions with his fellow Akatsuki members: Kuro and Souma. Kuro, for example, once wished to participated in a dangerous, unsanctioned performance that was a tradition for the school's karate club, which Kuro was the captain of. Normally it would be something that Keito would be obligated to shut down, and he'd even told Kuro that he couldn't endorse it several days before. Even so, Keito made himself busy with a huge, important project that 'coincidentally' left him unable to interfere. Souma, on the other hand, is flashy, short-signed, and prone to threatening people with an actual sword when he feels that he, Kuro, or Keito's honor is being disparaged. Even so, Keito still supports and guides him because Souma's also hardworking, diligent, and determined to be a valuable member of Akatsuki.
However, sometimes being close to Keito means he's even less lenient. When it comes to his sickly childhood friend, Eichi, Keito can go a little overboard. Between Eichi's poor health, reckless behavior, and bratty tendencies (both previous and ongoing) Keito developed a rather condescending attitude towards him. While the two have since smoothed things over, Keito still holds a distinctly protective and at times overbearing attitude towards Eichi. He regularly lectures him and has cautioned their younger classmates against becoming frivolous and spoiled like Eichi is. Again, this comes from a place of concern and while Keito can be a harsh critic, he's also very loyal to Eichi and has dedicated much of his high school career to helping him achieve his dreams, even at the expense of his own.
That said, it's also worth noting that the 'smoothing over' was Eichi's idea, and that his chosen method for doing so was to pick a fight. In threatening to disband Akatsuki unless they won against fine (Eichi's unit), Eichi was able to force Keito to not only take him seriously as an equal, but also realize that he valued Kuro and Souma as genuine friends, rather than just as a means to an end. So their relationship isn't one-sided, even if neither of them are great at communicating in a normal fashion.
Finally, Keito can be shockingly childish at times. His previously mentioned unwillingness to challenge the status quo also applies to his impressions of other people. Even when he tries it's extremely difficult for him to change his mind about someone, especially if it's someone he dislikes. He's got a competitive streak that he does his best to hide and challenging it is the easiest way to get him to go along with something he considers a waste of time. Naturally, he tends to reacts to loss with anger (and sometimes minor temper tantrums) and treats his victories as a matter of course, if he doesn't outright brag about them.
POWERS/ABILITIES: Keito's only noteworthy, non-artistic talent his his skill in archery (kyuudou, to be exact). While he's skilled enough to be the captain of the archery club, he still only competes at the high school level and has no practical or combat-oriented experience.
